Agriculture ecological finds regulated legally in Spain from 1989, in which the Regulation of the Generic Denomination was approved “Ecological Agriculture”, that has come being applied until the take effect of Regulation (the CEE) on ecological agricultural the 2092/91 production and its indication in agrarian and nutritional products, being initially the Regulating Council of Ecological Agriculture the one in charge to control the ecological production in all the national territory. Later, Real Decree 1852/1993 establishes the new regulation of ecological agriculture based on the Regulation (the EEC) 2092/91 mentioned, at the same time that the Independent Communities begin to assume the competitions of control of this production system. It is to also emphasize the creation, by Real Decree 1852/93, of the Traffic control detachment of Ecological Agriculture, formed like a colegiado organ assigned to the Ministry of Agriculture, Fishing and Feeding, for the advising in this matter, constitutes an encounter forum in fact where the sector, the consumers and the Central Administration and of the Independent Communities participate, exerting functions of advising in all those matters that affect ecological agriculture. The communitarian normative development as far as ecological agriculture is continuous; in 1999 the Regulation (EC) 1804/99 was approved, that completes the 1991 norm regulating the production animal and in year 2000 logotipo was created made up of the terms “Ecological Agriculture - System of Control EC” conceived to be used with voluntary character in the labeled one of ecological products.
Control
In Spain, the control and the certification of the ecological agrarian production are mainly carried out through Advice or territorial Committees of Ecological Agriculture, that is dependent organisms of the Councils or Departments of Agriculture of the Independent Communities, or directly by Main directorates assigned to the same ones. However, three Independent Communities are authorized organisms deprived as well for the accomplishment of these functions, Andalusia, Castile Mancha and Aragón.
Like symbol so that the consumer can distinguish in the market products of ecological agriculture, all the packaged units, in addition to their own mark, take a label (or contraetiqueta) numbered and logotipo or anagram I specify, with the name and/or the code of the authority or organism of control and the legend? Agroambientales aids
The ecological production is a preferred objective of the agroambientales measures of the Program of Rural Development for Spain, according to settles down in the criteria of priority of the Document of Programming 2000-2006: “those operations with ecological production agrarian that are registered in the Council of Ecological Agriculture and commercialize their ecological products as will be high-priority to take refuge in the measures of the Program.” The aids to the ecological productions are included in the agroambiental measurement “Technical environmental of rationalization in the chemical agent use,” destined to introduce culture practices that diminish the polluting effects in the ground and the water. The accomplishment of these practices during a minimum of 5 years allows the beneficiary to receive an aid that, according to the culture, varies between 92 and 900 euros by hectare and year.
